The Home Electrification Affordability Rebates and Technical Assistance (HEART) program provides funding to support contractors and applicants in implementing energy-efficient solutions. This program offers up to 100% coverage for permits, appliance disposal, new appliance purchases and labor costs, ensuring equitable access to energy savings.

This program is made possible through the U.S. Department of Energy which has provided the City of San Diego a federal grant to implement electrification of appliances within the city to reduce greenhouse gases (GHGs) and support communities in need.

The HEART Program will distribute rebates in three phases through February 2026, or until funds are exhausted. The phasing and definitions of qualifying households (both homeowners and tenants) can be found below:

Phase 1

Phase 1

Phase 1 (May – August 2025)

Focuses on flood-impacted areas and households earning less than 80% of the Area Median Income (AMI) located within Communities of Concern.

Phase 2

Phase 2

Phase 2 (September - November 2025)

Expands to all Communities of Concern and households earning less than 120% AMI.

Phase 3

Phase 3

Phase 3 (December 2025 – February 2026)

Opens to eligible households citywide earning less than 120% AMI.

Who Can Apply?

The Home Electrification Affordability Rebates and Technical Assistance (HEART) program provides funding to support contractors and applicants in implementing energy-efficient solutions. This program offers up to 100% coverage for permits, appliance disposal, new appliance purchases and labor costs, ensuring equitable access to energy savings.

Homeowners/Tenants

  • Homeowners or renters (with homeowner permission) located within the City of San Diego boundaries
  • Willing to upgrade to energy-efficient appliances

Flood-impacted households are eligible for a permit fee waiver. "Flood-impacted households" refer to those affected by the severe flooding events in San Diego during December 2023 and January 2024. These households were identified through collaborative efforts between Voluntary Organizations Active in Disaster (VOAD) and the City of San Diego’s Floodplain Management Department.
